GMOD - Error Downloading Files (Error 37)

Every time i open GMOD it tries to reinstall the same 83 addons. All the other addons work but these 83 do not. From reading the console i found out that is was error 37. Do you know the cause of this error and how to fix it? Thanks!

PS: I already verified game cash, deleted all my addons then reinstalled them. These addons used to work, but one time I reinstalled all my addons (cleaning up) and then they wouldn't download again.

I've been looking for around 2 days now and I have found nothing that worked. I reinstalled gmod and I got one mod but that's it. there is one that has some info you can try though.
