Weird Circle Overlay ingame

Hey, thanks for checking out the post! I just got a brand new pc and started playing some games on it bla bla bla, just the usual. After some time yesterday I checked out geforce experience although im not sure if thats whats causing it.. But in almost every game like CSGO or nonsteam game like overwatch i get this weird overlay thats like half transparent and whatever. It's reaaaallllyyyy bugging me so any help is appreciated, if anyone knows what this could be please let me know asap. Link is below
