It doesn't delete play history either.
You can delete games from your account, not sure how it deals with achievements and play history..

all stats for all games are tied to your account forever and are visible through public profiles.
i know people who are ashamed of playing anime VNs and want the stats to disappear.
At least that's how it worked for me. Dragon Age 2 doesn't even show up anymore on my profile in the "Games" list. (played time etc.)
The stats (playtime, achievements) disappear (with one exception; see below) in the sense that no one can see them, but they are still associated with your account in Steam's database. If you ever re-acquired Dragon Age 2, your existing history would all come back.
That is correct. If you earn at least one achievement in a game, it will always and forever count toward your Average Game Completion Rate, even if you have the game removed. (Same with free-weekend games and family-shared games, and even if you re-lock achievements using Steam Achievement Manager.)
Not every game can be shared, and more importantly, this will inevitably lead to "I accidentally bought/redeemed a game on the wrong account, how can I transfer it?"
People just worry too much about their stupid game history, Like anyone cares.
