Your videocard, your RAM and your Windows does not meet the system requirements.
You would only get an "invalid platform" message and the game refusing to start.
If you'd fix that, the game would just crash due to lacking RAM.
If you'd fix that, the game would lag insanely hard due to your extremely weak videocard.
I have my doubts about your CPU as well.
Save the money for a new PC if you want to play games like GTA V.

No, if you are buying a card for gaming, you need atleast a X60 model or above. so 660+ 760+ 860+ etc
The 720 is just a media card for playing hardware accelerated video and audio.
