How do i create a new ticket for steam support?

i earlier this year changed my phone number, and dont have acess to my old number, i used the recovery code and "removed" the phone number, for me to add another phone i need to use a sms from my old number, which i dont have access, and on steam support on the phone number tab, it gives me the option "DONT HAVE ACCESS TO YOUR OLD PHONE?" i click that and it says we need to verify your email first, but the emails never get recieved by me and theres nothing else on the page, i think only the steam support can help me with this one

i need help i play The Elder Scrolls v Skyrim,here on STEAM,i used one mod for a short time ,i got from steam ,removed it some time ago ,i,m so upset i,m now unable to play it ,,i mean it crashes all the time ,,and when i do play it there is a glitch in the games some animals and people who should die dont and cant be killed,so i removed skyrim from steam,and i,m afraid to reinstall it .am online looking for ways to play skyrim without steam hard to find,,,,i love this game ..i need help,,

why is it impossible to contact any one working within steam for help at one time you could ,dose anyone know how ,,this is bull sh,,..; t ,my favorite game i,m now scared to play it on steam,,,what happened steam text support or filing for what they call a ticket ,,but no more ,,i,m very close in leaving steam for ever ,,not happy with them and the whole idea them not helping,,,so can you out there help me .
