Downloads stuck at 0 bytes/s
Hello everyone,
I can't seem to figure out why my downloads keep getting stuck at 0 bytes/s. I have tried reinstalling steam, changing the download location, restarting my router, disabling firewall... basically everything short of reinstalling the whole OS. :steamfacepalm:
Every single time i try to download a game it looks kinda like this: http://imgur.com/a/9OhrL
And whats interesting, every game first gets stuck at 96MB for like 5 minutes and then starts downloading again only to stop every minute or so (which results in the pic above).

This is on Win10 if it helps anything...

Any ideas?

Edit: Doesn't happen on my linux partition so its probably something windows related but i cant figure out what...

Download problems are on the rise lately. Allas for you there's a long list of possible causes/solutios on the KB pages and there are some user-found causes/solutions as well. You already tried a lot so you can skip some of them. It is a standard answer i use so forgive me for overcompleteness and not being specified to your situation.

  1. Go to (left top corner) -> Steam -> (pop-up window) settings -> (tab) Downloads -> (button) Clear Download Cache

  2. See if the Steam scheduled download time on your DL page doesn't conflict with the timeframe you yourself may or may not have set in the Steam Settings.

  3. Solving Download and Game Install Issues

  4. Next to giving permission in AV and/or disabling AV, You could try the same with your Firewall.
  5. If you use a router, try taking it out of the loop by connecting to your modem directly.

  6. Next to disabling AV/FW and/or writing permissions, their counterparts might cause the problem as well.

  7. More invasive then deleting DL cache is:
    • Exit Steam.
    • Press Win + r on your keyboard or go to your command prompt via Start Menu
    • Type steam://flushconfig then press enter.
      (If asked to allow this website to open a program, please click Allow or OK).

    • Note, you need Admin permissions to your computer ;
    • Note, you will have to go over your settings as they will revert to default. And you'll need to renew the permissions for Steam to be accessed from your computer (don't forget to revoke permission for your previous Steam installation. And you will need to renew permissions for all Steam Family Shares if you use that. Last but not least you need to subscribre to new forum/profile threads you want to follow as the auto-follow function is reset.

  8. Run the Steam Installation Again. There's no installation wizzard but the process should repair broken or missing files. This will additionally automaticly rewrite propper permissions for your AV and Firewall.
    To install over your existing Steam installation, download a new copy of the Steam installer from the link below:
    Get Steam Now .
    • Close Steam and remove Steamlaunchers/shortcuts from your desktop, taskbar, quickaunch and Start Menu.
    • Run the installation program and specify your new Steam installation folder (if this folder has been moved).

    • Note, if you were using Steam Beta you will need to resubscribe to the Beta branch.
    • Note, you will have to go over your settings as they will revert to default. And you'll need to renew the permissions for Steam to be accessed from your computer (don't forget to revoke permission for your previous Steam installation. And you will need to renew permissions for all Steam Family Shares if you use that. Furthermore you need to subscribre to new forum/profile threads you want to follow as the auto-follow function is reset.

  9. "Failed to add firewall exception for steamwebhelper.exe"

    This quoted one is for XP and Vista. Obviously for Windows 10 (7 and up) there's a little difference (see below the quote).

    Windows 7 and up need to copy to (maybe create folder cef.win7 in bin)

    No new firewall rule should be necessary to create but by all means do so if this work-around does not work right away.

  10. Last but not least, there's this user-found solution for certain kind of DL problems :

    OK I have a solution thats working for me , at least currently.... Do a netsh winsock reset....

    For Windows 8 and 10:
    1) Press Windows key + X
    2) Choose Command Prompt and make sure to run as administrator
    3) Type "netsh winsock reset" (without the quotes).
    4) Press Enter, close out of the command prompt and restart your computer.

    Im not really sure why this works and I may be bypassing the actual cause of my problems but for now this IS working.

  11. In case none of the above works, some Ppl just continuedly clicked the download to resume, from their DLpage. That helped too.
Managed to solve it by setting the download speed limit to 10 MBs, and it works only on 10, dont know why but hey... at least its downloading now :)
