Missing file privileges error on install
I'm trying to download a game to a hard drive other than where Steam is installed. I've already done this successfully for one game, but now when I try for any others I get this error:

"An error occurred while installing <game> (missing file privileges)"

<Secondary Drive>:\Program Files\SteamLibrary\steamapps\downloading\state_409710_22898.patch"

I haven't had any luck searching for an answer, I'm hoping someone can point me in the right direction.

Edit: To make matters weirder I just noticed that file doesn't exist.

I managed to figure it out myself. I think the problem happened from upgrading to Windows 10, which did some odd permissions things with that drive. I followed the steps on this page, and now Steam can install to that drive again:

i figured it out, but it didn't have anything to do with windows 10 for me. what i had to do was go to steam in file explorer and delete everything in the file except for the steam.exe launcher, commonapps, and user and it worked perfectly.

Worked for me. I restarted steam just in case and didnt have any more issues with permissions or privileges. Thank you :)

My antivirus blocked the file. For anyone new looking here for a fix, check your antivirus.

I've had the same problem. The only thing you have to do is enter into safe mode, delete all the folders and files that there are in \steamapps\downloading, restart the system in a normal way, run Steam and you will can update/install without problems (at least it worked for me).

i found that it was becuase i had winrar installed, its a pain but it fixed my problem :)

I was having this issue with DOTA.

To fix this I uninstalled the game and attempted to install it again, this gave me the same issue, but with a different file. I noted the file/folder causing the issue and restarted in safe mode, this enabled me to delete the folder in question. Restart and install the game again.

The reboot in safe mode may be enough, but I had already uninstalled the game when I tried it.

Having this issue with Black Mesa, it says:
"An error occurred while installing Black Mesa (missing file privileges):
D:\Steam\steamapps\downloading\362890"
I looked through Steam's files to find the file, and Windows 10 said I don't have sufficient privileges to open the file. To make this part even weirder, from doing what I could do, Windows told me the file was empty.
Any ideas? I wanna play Black Mesa.

I know this is kind of late, but you can press (CTRL + ALT + DELETE) at same time to open the thing. Then, go to task manager. Go to the little button that says more details. Scroll down and click igfxEM Module. Then, delete it. It should work

The reason this method works is because igfxEM Module takes control of almost anything in a said drive when running. This website should help you understand where I'm leveling:

Edit: It is confirmed that igfxEM reboots *automatically* after EVERY restart of your device (laptop). You may need to End Task after every reboot if needed or necessary.
