To claim something on ♥♥♥♥♥♥♥ do you have to wait for the 15 day steam guard thing aswell?

If you do not have the mobile authenticator, correct.

Why is it shady?

Can't actually see the site because it got censored, but if it's a third party trade site or bot then it's probably against the rules or you might get scammed. And no, you won't get your stuff back when you get scammed.

Yes they scam you because the whole system is rigged and you will end up loosing money but its not like they will take your card details and account details.

The fact you see it doesn't mean it's real, it's the internet my friend. Those numbers could be there to trick you. Or, only one out how however many people gets scammed to maintain the veil of authenticity. There's like, a real small chance in hell that using third party sites is a good idea

If a site asks you to pay in advance, deposit money or items, or offers any sort of trade, that does not work through the Steam channels, you will lose your items/deposit permanently. Steam does not refund.
And the fact, that the link up there is censored out, should be more than a warning.
