CSGO "Update queued" but not updating. Steam Functions are broken!

Hey this is happening since yesterday, I've re-installed steam and csgo trying to fix the issue, but the issue is that some of steam's functions are not working, such as no edit profile button when i go to my profile, CSGO update is queued but not updating and when I try to switch user to log out, it says "Stopping download for csgo" but doesn't do anything, just stays on the stopping download thing, please help it's driving me nuts!

also when I click on my notifications to look at my invites, it says verifying log in information and then displays error, it didn't let me start a new discussion from client saying I need to create an account or sign in which i am already... creating this discussion on browser right now and everything is fine, client is messing up.

try this
1. uninstall steam (be sure to copy first your games but if the internet is not a problem then go ahead and uninstall it)
2. before installing steam again, follow this step:
a. open control panel by typing it on start
b. go to internet options -> connections -> LAN settings
c. Make sure that in Automatic Configuration the Automatically detect settings box stays UNCHECKED.
3.Install steam
