Go to Internet Options -> Connections tab -> LAN Settings -> Untick "Autodetect settings" -> Apply -> Try again.

i have been having the same problem too and i contacted steam support last night
and they replied with this:

This issue typically occurs when the Steam installation or the computer itself has gotten into a bad state. Please follow the steps below:
1)Restart your computer
2)Check for interfering programs running and stop running them

If you continue to see the issue after stopping any interfering programs, you'll want to download the Steam installer again in order to repair your local Steam installation. Once you have the installer, run it and select the current file path of your Steam installation. This will make sure that you have all of the correct files in the correct locations, while preserving installed games and other account specific details.

After all of this, if the problem still exists, please let us know.

I tried that and it did not work for me. Maybe it will for you.
Anyways please keep me updated as i'd like to know if you found a solution

I had the same issue but i was able to fix it by following Asmis post. Its the first comment if you guys didn't saw her/his comment. My only issue is if I can turn on the "autodetect settings" again cause I'm not sure what its affecting. If there is anyone here who understands the consequences of turning this "autodetect settings" off. Please do share the effects.

I've followed Asmis' post and it worked earlier on today for about an hour or two. However now when it's doing it all over again and the 'Autodetect settings' are still off. I've tried turning it on and off again but it's still not working.

This is affecting the Explore tab of the store, but I can access from the browser as well as the Featured tab. So I'm not entirely sure what is wrong with their client at the moment.

This happened to me, but I fixed it by completely closing Steam and reopening it.
