Gifting games to German Friend

So I have a friend who lives in Germany, and I want to gift her a game or two to cheer her up. I'm aware of Steam's rules regarding region-locks, but I can't seem to find anything on a game's store page that says if it's restricted or not. How can I tell if a game is region-restricted without having Steam give me a generic message after the game is already in my cart?

Most of the time you can't even gift a game because of the price difference in your country to hers.

Just try to buy the game as a gift, if their name isn't greyed out, it should work.

i think the more pressing issue is will the game be within the 10% price bracket that u can even gift? seriously, just try to add game to cart, then buy as gift, if their name is selectable you should be able to.

I'm able to select her name and write the message and everything, but it tells me I can't gift them right before checkout. I assume it is due to price differences. Would it work if I got Steam Keys for the games and delivered those to her instead?

as long as they're ROW keys or not region restricted. if you buy from a reputable site it should tell you which regions it works in. http://www.isthereanydeal.com lists a few, then you've got greenmangaming, and some others.
