Since all retail copies of Civilization VI use only STEAM, yes, they would come with a product key.
As another example, all games from the publisher UBISOFT you can buy in retail only use their own gaming client "UPLAY". So they only activate there. If you want to get an UBISOFT game on STEAM you need to buy it here on STEAM, the retail version gives you no key that works on STEAM. Its similar with the Mac App Store. All versions of games sold there are exclusive to that store.
If you buy from another online store, it should mention Steam somewhere on the page, and for physical copies it should be on the box.
