How does Cash on Delivery work for games?

first he will collect money then game will be available to you in 24hours or 48 hours
you can also just add funds in steam wallet and pay the money via cod it's more easy .

But adding funds is a fixed amount. I will have to do like 640 rs. I cant add like 500 rs

You can add any amount over the minimum if you use Enhanced Steam.
