Stuck at 60FPS
I recently installed a Win10 update a week or two ago and think it is related. I am capped at 60 FPS and I noticed lerp was 100ms. I can adjust the lerp by changing updaterate and interp, but the FPS is stuck at 60fps.

I have manually installed an Intel HD 5500 driver and I've verified that vsync is disabled in CS:S settings. Also, verified that VSYNC is set as "application preference" within Intel control panel.

Also, found some weird thing about XBOX DVR, which I don't even have the xbox app installed, but I made sure the registry is setup for disabled. Stillllllllll I'm stuck at 60fps.

Oh, I just reinstalled steam and CS:S and made sure cloud backup was disabled, so it is a brand new config with fps_max 300.

Can anyone please help me? I'm not sure how to revert back to previous Win10 save point, because the Windows Settings doesn't load, it crashes when trying to open.

I think you would get best information on a microsoft website, or their forums.

Try this:
  • Go into the steam install folder for the game and find its .exe file
  • Right click->Properties
  • Compatibility tab
  • Check the box next to Disable fullscreen optimization

I'm on Windows 10 and I don't see any Compatibility tab in HL2.exe Properties.

GameOverlayUI.exe allowed me to view Compatibility tab, which I checked the disable option just to try, but it didn't do anything beneficial.

Mkay, let's try something else.
  • Right click on your Start button
  • Search -> Game Bar
  • In the Game Bar settings, untick "Show Game bar when I play full screen games Microsoft has verified

I recall vaguely something in the XBox app about DVR settings that may cause this as well.
