Steam client opens with "back" button enabled
Previously when I opened Steam client it would load the library and the back and forward buttons were disabled as I haven't clicked anything yet. But now it still loads with library but the back button is enabled as if it got to the library after clicking something, when I click back it takes me to a blank page, after selecting "copy page url" this is what gets copied: "data:text/html,%3Cbody%3E%3C%2Fbody%3E"

Any one knows what could be causing that?

I actually have the same thing. Just tried rebooting Steam on Windows 7 and the back arrow was clickable and led here:
data:text/html,%3Cbody%3E%3C%2Fbody%3E

I'm in the Steam Client Beta, are you? I haven't checked if the live client has this issue.

EDIT
No back arrow in the live client. (Oct 30th, 2017)

Must be a recent bug.

Yeah, I'm also in the beta. I guess that could be the problem, some change they made but is not working properly yet.

Ah, well good to know. Thanks! Didn't occur to me to check if it was due to the beta.

Yeah, the back arrow went away as soon as I opted-out. I'm guessing they done goofed.

Asked my friend on Windows 10 to try, and she too only has the back arrow while in the beta.

Yeah, used to be only on the beta client, but after a recent update it happened also on the stable version.

I found a temporary fix ...
If you go top left corner ... Steam>Options>Webbrowser>(empty) Webbrowser Cache

This removes the empty "previous page" ... but once you close Steam and re-open it, it's back ...
As I said, it's only temporary ...

I even tried re-installing Steam, because I have (maybe had, we'll see) problems getting Witcher 3 DLC to run (Steam Client said it's installed, files were there, but in-game it said "missing")

But that didn't fix the bug with the "arrow back/blank page" :(

C'mon Steam ... fix your stuff !!!

It is indeed a Steam fix. Clearing browser cache only work for while you keep Steam open, after closing and opening again the problem happens again.
