Have Steam installed somewhere like,
Your Steam account plus your two boys' accounts. Steam Family Share your games to your boys should they want to play something from your library:
https://support.steampowered.com/kb_article.php?ref=3784-QLBM-5731
Basically, all you have to do is tick your device as authorized under [Steam > Settings > Family] and then tick their Steam usernames from the tickbox list below as authorized to access your library on said authorized device.
Then set up Steam Family View on their accounts to exclude whatever you don't want them to have access to. https://support.steampowered.com/kb_article.php?ref=5149-EOPC-9918
It should read the game files the same on all Windows users without need to install on each individual Windows user.
