I can't add funds using PayPal credit only, why?

I wanna buy $5 for my account and I have $10 on my Paypal right now. I don't have a debit card or a credit card. It asks me to add one but I don't have a card and I can't exit or skip it. Please help, how do I use PAYPAL credit only?

Do you have any other pending payments coming out of your paypal account? Because if all you have is 10 bucks, that's ... kind of cutting it closer than they'd like to?

Not sure what you mean though - who is asking you to add a card? Paypal, or Steam?

Don't worry haha, Paypal allows PAYPAL methods for only 3-4 uses. After that, you are forced to use Credit cards. Thought all I did was make a new paypal account and send as a gift the money i had on my old account to my new one, I can use it 3-4 times each account, easy.
