Have you had any updates to the Operating System on your computer lately? Very likely if you're on Windows 10, you've had the fall update ruin a lot of things for you?
Wipe the GPU drivers with DDU app via safe mode and then download and install the latest drivers for your GPU from the Nvidia or AMD website.
Download the Media creation tool from the Microsoft website. It can found here[www.microsoft.com]. Then use the media creation tool to download and mount the Windows 10 installation files on a flash drive. Then once the tool is done go in to the BIOS and boot from the flash drive.
if that does not fix the issue just do a clean install of the OS that would be the easy way to fix this.
