How to generate steam gift link?
After Valve restrictions some people still generate gift links. How they do that? Help please!

I think you can only send gifts bought on Steam to other Steam users.

Are you talking about gift links for things bought on Humble Bundle?

You cannot buy a global gift from Steam store anymore. Region restrictions everywhere
If you buy a game from HUmble Store, you can generate a gift link

They changed it so that every region cannot gift to any other region that has more than 10% price difference.
