ERR_CONNECTION_RESET
Both the store and community keeps going up and down for me (Chrome)

Sometimes I'll have to wait for almost an hour of refreshing the page just for it to work for like 20 - 30 mins.

edit: I'm having the same problems on desktop even tho I'm still online in friends list

Sorry if it is too late but I found this question as 1-st on google search so I hope my answer will help.
I also got ERR_CONNECTION_RESET for steam. So stangely, uBlock browser extension was causing it. I disabled and enabled it several times so I am sure it is the cause of steam not loading. I also tried reinstalling uBlock and resetting to defaults but it didn't work. To solve the problem, delete uBlock and wait 1 minute for chrome to delete it. Now kill all chrome processes in task manager and relaunch it so steam works now
