This is odd, as I have only ever needed to give myself full control and then I can delete the folder without problem.
Also have you tried deleting the folder in safe mode?

But you should definitely try deleting the folder while Windows is booted into safe mode.
2. Tap or click the Boot tab, uncheck the Safe boot box, hit Apply, and then Ok. Restarting your machine will exit Safe mode.
But since it only worked for you in safe mode, that means there was a process running in the background that was preventing you from deleting it in the first place. You might want to check this article:

And as Wynnda pointed out, it could also be your settings being too strict, causing you to require permissions for things that should not need.
