Global or RoW keys often have regional restrictions applied to them. The difference is the regional resrictions dictate where the key can't be redeemed rather than where it can.

Difference is that in this case the Karen's are the publishers, the developers, legit storefronts, consumer rights organizations, and contract law. The only problem is to stop a site like that, they need to prosecute the individual sellers which is bad PR and prohibitively costly in legal fees. But on the whole a site like that facilitates people breaking their license terms and sucks revenue out of the industry, changing the cost vs profit ratio on games which means your favorite franchises or genres may be discontinued or underdeveloped because the money isn't there.
Multiple developers have come out and stated they prefer you downloading an pirated copy over using that site, because it costs them less money. People with a pirated copy don't come bugging them for support. Such site users are under the impression they have a legit copy, while they don't.
