Report a translation problem
Copy the appropriate appmanifest -file too (if present).
i.e. http://steamcommunity.com/app/440/ <- Team Fortress 2 -> appmanifest_440.acf
See if there's a folder under steamapps\common\
Although, if you don't mind leaving your PC on, you could just finish the download and shut down your computer remotely with something like Chrome Remote Desktop.

If it's an update, then do transfer the base game first.
Its appmanifest -file and the game's folder from under steamapps\common\
