Playing on two PCs at same time (offline and online)
We have 2 PCs at home and both use same Steam account but if one PC logs in, the other PC gets logged out so only one PC can play a game at a time. Is it possible for one account to run the game off Steam and remain offline so that the other account can play online at the same time?

As long as the game does not require you to be online, sure.

The game in question is Euro Truck Simulator 2. The problem is, it keeps trying to log me in even if I run it directly through the .exe

re-start steam in offline mode on one of the pc's .
if the game requires it to be online you may have a problem
you just cant play 2 games simultaneously that require being online
