is Administrator on Windows right ?
Because if so: don't.
u must 100% as administrator tu give permission
(i don't know if another OS can do it , unless linux command with sudo)
Install Steam someplace else and cooy Steam.exe into a folder you control, i.e. one in %localappdata%.

in order to install steam without admin rights go to 7-zip.org, go to downloads, and download the zip for update 9.20. extract the zip to a folder on the desktop and call the folder whatever. you will need to write a wrapper script in order to use 7za because it is a command line utility. i wrote a this wrapper in about sixty seconds
also please retype the quotes because this iphone has problems and can’t type quotes correctly no matter what i try
put this code in a .bat file within that directory containing 7za for ease of access
you are going to need to download the latest release of 7-zip file manager because it has the ability to manage executables as archives so do it
the reason we need 7za is because the latest release for 7zfm requires administrator just like steam which is pretty ♥♥♥♥♥♥♥ stupid if you ask me
put the exe in that same directory that we’ve been talking about
launch the wrapper script and write this garbage in it
please write this stuff one line at a time because that’s just how it’s supposed to be done
download the latest steamsetup.exe from the cdn
move that exe to the same folder
there are only two operating systems that i tolerate and that is windows and linux people using macs can go look somewhere else i will never post for them
this is directed for windows people because that’s typically what’s used in schools and work environments
in file explorer, drag the steamsetup.exe on top of the 7zfm.exe
the wrapper equivalent is
make another folder where you want it (like on the desktop but if you worried about people seeing it do it somewhere else and DO NOT DO IT IN PROGRAM FILES X86 UNLESS YOU KNOW WHAT YOU’RE DOING BECAUSE ADMIN RIGHTS)
call it steam
drag stuff from 7zfm to the new steam folder (i left that $plugin folder alone because it looked like it belonged somewhere else)
you may close everything because you have a steam installation in that folder now
you can delete everything but that now idrc
run steam.exe, and it should work. i didn’t get it all the way done because that period ended so if it doesn’t work just tell me and i’ll do more testing. also i wrote all of this without looking at a computer so give me props for remembering my workflow

EDIT: this took me ten minutes to figure out not a year i was just bored in class one day and wanted to play steam so sorry if this post is too makeshift for your liking and if someone already figured out how to do this better then good here’s another way to do it
