Trouble with Wolfenstein II: The new Colossus - DVD for PC

1) Purchased from Amazon - arrived today.
2) Inserted DVD into PC (Windows 10)
3) Ran Wolfenstein II Setup.exe.
4) Entered Steam Registration Code from back of DVD pamphlet
5) Walked through some EULA sections - agreed
6) Game seems to want to install from Steam and not the DVD. The reason I bought the DVD is I have REALLY slow internet.
7) Creating local game files... Preparing Wolfenstein II: The New Colossus files for install...
7a) (check and see game is added to my Steam library - shows installing)
8) after a couple of minutes - get following error;
"An error occurred while installing Wolfenstein II: The New Colossus (connection time out)
options are Continue Installing or Cancel Installation - click continue
9) Under Downloading on Steam client - shows Wolfenstein - but there is no activity (Internet is fine - just slow)

Why won't the game install from the DVD - and anything else to try? Never had this issue before and I have lots of games in my Library.

They usually have a fraction of the game on the DVD. The rest has to be installed via Steam.

Unless you have at least 5 DVDs you'll need to download most the game anyway.

Error says No Internet source - but here I am on the Internet typing this from the same computer ;-) very weird and aggravating...
