I say return it since the GTX 970 is getting old and there are much better modern cards you can buy in that price range, and you probably got scammed as well you most likely overpaid for that system.
If you can't return it reinstall Windows since it probably came with a nice load of bloatware as indicated by the FPS counter issue you are having.
It is not a prebuild. I built this with my dad. The card is good enough for what I play and I got it from my older brothers PC (he just got a GTX1070) The PC I have is not new however. We just put a new power supply, prosesser, and card into it. It worked fine before.
FOUND OUT WHAT IT WAS! My dad installed a cam thing onto the PC to check the FPS and stuff to make sure it worked fine before he gave it to me.
