Steam isn't working anymore.

Sup folks, i have a huge problem since yesterday. Basically, since yesterday evening, i can't do anything on Steam installed on my PC. The only thing i can do is watch how many friends i have online. Any other function is not working (Downloads, Market, my Inventory and ofc games) and i have no idea how it happened. It seems steam server are dead to me. I already tried to reboot my router, unistall steam and ♥♥♥♥, but i'm not even close.
Btw Steam is working on my Mobile and i have no idea how to fix this issue.

First of all, computers are stupid, I hope u know... re-installing, re-booting etc has saved many peeps in the past... Now.. since how long has this been hapening.. did you install / change anything on your computer (even an update that seems harmless can do that) pretend the computer is a 5 years old small person, how would you go about it... I did not touch anything on my PC.
This issue started happening while i was playing PUBG. I noticed it when i minimized for a second. It's like steam is down but actually is not cause i can see my friends and i can talk to them. I also managed to play PUBG again during this problem (Dota 2, Rocket League or CS:GO weren't working) but now there's a new patch and i can't install it. Meh...

EDIT: I tried to unistall steam again. Now i can't even login because i need an update and i can't download it because "Steam needs to be online to update"
