Anyway, yes -- of course you can have one install that's used by several users. You might have to be careful with some of the details, though.
Not every game stores saves "per user". I don't know how much of a problem this is today, though. It used to be a big hitter when XP came out, and games designed for Win9x would try to store stuff all over the place that turned out to be inaccessible on some versions of XP.
Steam leaks all sorts of information, both settings and credentials, between Windows user accounts. So, don't "save my password" on the Steam client, as you'll constantly mix up accounts if you do. I'll assume you can agree on the Steam client settings, so that's probably not going to be an issue.
I dont think he wants to play the game at the same time, just have two versions of the game on the same pc.
Which is no problem, as long as your lady buys the game while logged into her own account she will get her own license. The game will use the same data installed on the system for both of you, so you dont need to download 2 copies of the game.
If you switch accounts Steam will use the correct license for that one.
Ok sounds like what I am after. What about the user info like the game settings and keybinds ect, is that linked to the game files or the seperate account profiles.

That is something you need to look into for each game. Some games create different user folders when on the same system, some share the config files and save games for all accounts.
1. Separate Steam accounts
2. Separate Windows accounts
This way, you can be damn sure everything that needs to be kept separate is.

Not necessarily. Any game that stores its settings in the game directory, will not change based on the actual user themselves. If i drop a .cfg into \steamgames\common\Doom\cfg\ it'll be used by anyone launching that game regardless of steam or windows account.
