Buy an entire replacement cable for Xbox360 Controller and open your controller up and replace it.
My god that is so upsetting, I just bought this 3 months ago because my previous controller was having the exact same problems. Why are 360 controller cables such trash?
I never even knew this was a thing. I just checked and the only setting that was enabled was "Guide button focuses Steam". Should I turn that off as well? Not like I ever used that feature.
I just recall that I used to have controller input issues on my Xbox 360 controller as well once in the past until I turned off the configurator. Whenever Steam was on, my controller would be registered as the 2nd player controller.
If I rebooted my PC and wouldn't turn on Steam, the controller would always assign itself as the first player controller.
Can you see if your controller behaves this way only when 'given circumstances' are met?
To be clear, do you mean seeing if my controller reassigns itself when the 360 controller config is turned on? I just rebooted my PC with it turned on, and my 360 controller is still player 1. Any further testing is pretty unconclusive because any shift could just be attribured to the cable. If it stops happening though, that would be good.
Then enter Steam and try replugging your controller.
Although the fact the tickbox was unticked for you suggests it's probably not Steam causing it. Do you use any other controller mapping software?
I think I have DS4 or some other PS4 controller-helping software, but I haven't used either of them in a long time and neither is active while I am playing with my 360 controller.

I spent i think at least 3 hours to find this out. Even uninstall and install steam again i did (sadly 20 GB to download again -.-). I probably spent more than this!
But finally i can play again! T.T
