V-Sync
I got a GTX 1060 6GB with a 60Hz monitor. I dont want to cap my FPS to 60 by turning on in game V-sync. But turning off v-sync causing screen tearing. Any suggestions?

get a higher refresh gsync monitor, yes they arent the cheapest soloution, but they look great and its bye bye tearing form now on, a 120 /144 1080p gsync come in around 350 ish,and would be a good pairing for your gpu and any future upgrades.
Is it possible to switch fresh rate to 75/120/144 etc.?
not if you don't have a high refresh monitor, there is a reason they cost a premium.

Only if the monitor supports it, you can overclock your monitor, but I wouldn't recommend doing it, since you won't get far by doing so, as you may gain only about 5 - 25hz depending on the monitor, as well may encountering screen artifacting due to overclocking to far, so your only real option is getting a higher refresh rate monitor, and it doesn't have to be gsync/freesync, as once you get above 120hz, such as 144hz you pretty much massively reduced, or eliminate the issue that you're encountering for that game, or whatever application, having gsync/freesync monitors are a nice things to have, not a must have thing, they help a little further with the frame synchronizing with the monitor, matching the frame with the Hz of the montior. Please keep in mind, there is no way of completely eliminating screen tearing.

There is an option to turn on V-sync in Nvidia control panel. I can't remember it. So doing it i can turn off in game V-sync (GTA V what i play mostly)

What i meant was with a G-Sync / Free sync monitor, can i switch Hz as my choice. I know i cant push more than 80FPS with my GPU.

Suggestion on this monior : https://www.amazon.com/24-inch-FreeSync-Monitor-VG245H-Response/dp/B074JLD4HZ/ref=sr_1_2?s=electronics&ie=UTF8&qid=1507314698&sr=1-2&keywords=ASUS%2BROG%2BSwift%2BPG258Q&th=1

Thanks in advance
You can switch to the Hz you want, but remember only if the monitor supports it, if you try to go too far, you may encountering screen artifacting.
Any comments on above monitor?
Freesync only works with AMD videocards. nVidia videocards require a G-Sync monitor.
So, essentially a colossal waste of money.

If you want 27"+ you want 1440p, or higher, because there spaceing between the pixels as you get bigger screens, while using a lower screen resolution. But some people are ok with that, and this will be fine with them.

^This. But you can still use the monitor with whatever GPU you wish to use it with, just can't make use of the freesync feature with the Nvidia GPU, which is the same as Gsync feature doesn't work for AMD GPU.

This one would be better, but 240Hz is kinda useless with GTX 1060
Here a list of Gsync monitors. Low as $370+ New.

Here a list for all monitors that can go 144hz, and up. Low as $180+ New.

that refurbished acer predator - https://www.amazon.com/dp/B01HSD6CBC/?tag=pcpapi-20 is abit of a bargain, i was going to suggest the aoc as the cheapest gsync, but that refurb is a great deal

Most of them are not G-sync. Does Hz of the monitor depends on the GPU since if it does not support Free-sync?
Maybe you should read up on what Freesync and G-Sync essentially do. It doesn't seem like you understand what those features are for.
