"This app can't run on your PC"
So I haven't installed anything. It just happened overnight. If I try and launch Steam it gives me the error and if I try to launch any game it gives me the error.

What are your system specs? Including OS and 32/64bit.

disable the smartscreen filter[www.howtogeek.com] and see if that does the trick. Possible something in your user profile got corrupted, so you may have to create a new profile, start using it and delete your old one. May be good to run a malwarebytes scan just in case.

have you tried logging out of steam client and relogging in?
