I've ever experienced this kind of a problem before. I don't quite remember unfortunately. But, as far as i'm concerned the first main problem is a weak internet connection, second you might've installed steam without administration permissions. Meaning, ensure that you run steam as an administrator on the properties. This has been discussed several times tho. Let me know if this helps: https://steamcommunity.com/discussions/forum/1/364040166677309284/

Anyway, for more discussions related to this you can also search on google "steam keeps on asking password" and you'll find a bunch of them

If anyone else uses that computer for their Steam account it will automatically forget your credentials.

I am actually not really sure if I installed it without admin permissions, not sure why it should not have them though, I have only one account on windows, and it IS administration account. Tried even in properties of Steam application to 'run as administrator', did not help

Internet connection[i.imgur.com] (look at picture) is definitely not a problem.

I searched a lot on google, wrote on Steam support, wrote on reddit, nothing helped, tried removing the said folder, reinstall of steam... nothing

Noone else uses my laptop, and every time I turn off / turn on steam aplication it asks for password which is terribly annoying.

Really frustrated as nothing helps....
