Can I get a refund of games from game codes?
If I have a code and activate it to get a game, can I get a refund afterwards to get money?

talk to the site you bought it from. Most codes are NON Refundable once purchased.

But can you only get a steam game code from websites?

yes but you need to be very careful which websites. make sure to buy from a reputable reseller.

steam does not sell game codes. If you buy from steam, they add the game to the library. If you buy the game as a gift, you have to tell them who it goes to and when it is to be delivered.

Most companies will not give a refund on a steam code since all codes are ONE TIME USE, kinda like an explosive.

selling keys is a great way to get scammed and not to mention against the Steam TOS/SSA

FYI the only key sellers you should trust are ORIGINAL key sellers, NOT REsellers.

Sites like Humble Store are authorized by the devs/publishers for selling keys that are newly generated on demand by devs/publishers, directly from Steam. These keys will always work (unless you do strange things like do credit card chargebacks and get them revoked).

Some sites offer to sell you keys that are "secondhand", maybe coming from promotions or press copies or bundles. You cannot trust these to work.
