Most companies will not give a refund on a steam code since all codes are ONE TIME USE, kinda like an explosive.
Sites like Humble Store are authorized by the devs/publishers for selling keys that are newly generated on demand by devs/publishers, directly from Steam. These keys will always work (unless you do strange things like do credit card chargebacks and get them revoked).
Some sites offer to sell you keys that are "secondhand", maybe coming from promotions or press copies or bundles. You cannot trust these to work.
