1st. Get a virtual number or google voice number.
2nd. Download a emulator like "BlueStacks" or "Memu". I strongly recommend "Bluestacks" though.
3rd. Download the steam guard mobile app.
4th. If you still need help, send me a message.
Chrome and Windows have their own App store; to which Devs are not really supporting; so best bet is avoid those devices. New York City Police are having to now get rid of $4 Million worth of useless (obsolete) Windows Phones they purchased not long ago for LEOs.
So yea stay away from those devices.
A good quality Android Tablet is much better then anything Chromebook.
Chromebooks are NOT cheap; going with a Laptop style, you're better off getting a newer gen sub-$500 Windows 10 Laptop instead.
But I say don't bother it is probably impossible to do.
I have Linux (Ubuntu) already installed on the Chromebook. Will that help?

But yea if it's Intel x86/x64 based with Linux or Windows OS; you shouldn't have any issues.
It just wouldn't work (to best of my knowledge) under Chromium OS
Yes but Apps do not.
Visit Walmart, Amazon, Newegg, BestBuy, etc.... Find a cheap pre-paid phone, goes like $20 - $40 for one, but if you already got a phone, and you have a tablet, using Android/Apple OS, then you can just download the steam mobile authenticator on the tablet, and link it that way with your flip phone or whatever you have as they will be sending you a text message, to confirm, that's about it.
Also write down your recovery code from the steam mobile authenticator, if you ever have accident / issues, which you need the recovery code if you want to remove it from your account.
But I doubt you could make something like this work.
