If that is true, then it is not good. I'd like to have that feature since years. :(
If you use the Enhanced Steam browser extension it will add the option "activate a product", when you click your username in the top right when logged in on a web browser (it also adds a lot of other useful options which should be native to Steam without the need for a browser extension).

Yes you can.
But:
There will always be people who try to sell invalid keys.
So, where ever you sell your key, it will not a site which is considered legal or valid or safe.
This should not stop you from trying to sell your key, just be aware of the problem.
Kinguin with .net as domain is one of many examples where you can sell your key.
