Sooooo..... I'm at a loss.
It was also in the stable branch release.

I enabled Steam Beta...
& within all the numerous contoller settings I disabled 'this', & I disabled 'that', I changed this & that, etc...
Steam's "wonderful" 'Controller Settings' are glitching out as if it has a goofy mind of it's own.. the bottom menu is flickering/flashing here and there, and it still can't assign more than TWO D-pad controls..
I doubt that the controller is the issue, because Windows "joy.cpl" detects that all the controls are correct and functional AND the controller works just fine on emulators.
It's only in Steam when it goes haywire!!! Nice 'work' Steam! ... NOT!
There are so many controller settings overlaying other controller settings...
Why not stick with just ONE configuration screen for a controller? Why are there like 4 of them ?... How silly!
Nothing but CONFLICTS & BUGS all over the f'n place! jeeeeeezzuss help us all! lol
Some games will have their own settings as well.

Thank you for trying to help, but I actually tried that procedure before without any luck
The Steam Controller setup becomes totally erratic. Something conflicts with my mouse and keyboard while in the Controller setup too..
Mouse clicking is all screwed up and becomes randomly disabled, and the bottom menu flashes as I move the mouse cursor..
Sometimes, when I click any button on the controller it sets off a strange loop that acts as if I'm holding in DOWN, and the only way to stop the crazy loop is to exit the Settings.
Also, It only lets me assign 2 of the 4 D-PADs. If I try to assign anymore than 2 it'll remove the other D-PAD assigments..
& I just tried the controller on my other gaming PC, and all the same things happen.
It might just be this controller, who knows?
But then WHY would Windows joy.cpl detect all buttons as functional?
For reference; D-PAD's (raw data) X & Y coordinate values: (in joy.cpl)
Default = 127 (centered).
UP = 0
Down = 255
Left = 0
Right = 255
is that normal readings?
Screw it, I just might have to get a NEW controller, & see if that solves it.. 🐮💩
Even so called DS4 or Xbox Controllers actually made by no-name China brands, stay away from them. They may not play well along side official drivers, or even hold up as well over time due to poorer quality. It's not worth saving money if it's not as good overall or will have a shorter life-span.
If you want "cheap but works great" go with something like:
Microsoft 360 Wired Controller
PDP Xbox One Wired Controller (these are official backed by Microsoft as a cheaper wired only alternative, and will work with official Microsoft controller drivers)
Or get an official Microsoft XboxOne controller, which works both as wireless and wired... simply hookup a MicroUSB-to-USB data-sync cable and you are good to go on these for wired connection.
I hear that!! ...China makes some $h!T mock junk and we all pay for it in the long run... SAD.
God, it's getting so old & wasteful with all the useless "junk" in this world.

Almost EVERYTHING is made in China...
And I swear they send us the flawed and faulty $h!t half the time, & keep the good stuff for themselves... (Such SINNERS, many ppl in this world are).

PC = basically use a Xbox Controller
Sure others work, like Sony DS4 types; however anything other than basically Xbox or Steam Controller, and you will not have ALL functions, or perhaps not the correct layout via what you see on controller vs what is shown on-screen in-game... most games design their PC version of Games around an Xbox Controller by default.
Also consider how controllers work outside of Steam Client too. If you have many games you prefer to use a Controller with in Origin or Uplay (non-Steam) then that even furthers the push to suggest an Xbox 360 or One type of Controller, as those game clients don't really offer "options" which makes the user rely on emulator apps for a Controller to work outside of Steam when it's not an Xbox type.
