Because Bethesda hasn't released the GOTY editon on Steam at this time. All Steam has is a one click bundle that adds all the stuff to your cart.
Steam's listed discount is based on their price, not the price it is available at other sites. The only real shady part is that the percentage is based off the base game plus all DLC a la cart. The base game plus the season pass is only $79.98, making the $41.43 about 48% off.
As pricing errors are usually the fault of the publisher, you would need to contact them, not Steam, about any errors in the base price of the game. Even if it was a problem on Steam's end, you would still need to contact the publisher so that they can tell Steam about the error.
This is just a game bundle, not a true GOTY edition. When that eventually comes to Steam it will be listed as a single purchase and not a multi item bundle.
The Amazon (US) page https://www.amazon.com/dp/B074NJ39WX/ displays the product shipped/sold by Amazon.com ($40 right now), and Bethesda's own online store sells the GOTY version.
Since Steam/Valve is the actual seller of record (on my CC statement) I would expect that any billing/pricing issues need to raised with them, not Bethesda or EA or Crate.
Nope. Seen it happen before. Contacting the developer/publisher is the fastest way to get a price issue fixed.
The page has since been updated to show that it is now being sold from Amazon. It was a completely different seller, picture and description when I last checked it.
