Steam mistake, the user is guilty.
There is something strange happend recently.
My bros account was changed/swaped/mixed...etc with another user. Idk how its possible on platform as Steam where we have lot of security systems but it has done.
After this he reported this bug and account was "recovered". Everything would be good if great if not that its not recovered but new account.
Problem is with this ussualy i buying things on steam and giving him as gift and now its impossible. We reported this to support and we received an answer that steam cant fix restrictions for new players.
NEW PLAYERS?!
I know im not player who spend thousands of $ on this platform but i feel little bit of cheated by Steam. I hope so its not attempt to convince(force) free to play players to spend some money.

If someone have same problem or know someone with this problem let me know it can be resolved some way.

Accounts cannot be 'changed, swapped, mixed' - if his account was hijacked; that's the users problem and he needs to recover the account with proof of ownership.

The email was likely compromised too which is what tailored malware does. Ensure that the device is secure against infections by running a full anti-malware and virus scan and then try and reclaim the account with the proof listed here https://support.steampowered.com/kb_article.php?ref=2347-qdfn-4366

Why are you speaking for your friend?

Does he have malware, viruses or key loggers?

Reformatting his HDD would be best before changing all his passwords.

But still it should be impossible to steal account if email wasn't stolen.

You don't need to steal an email. You only need access to it.

no its not actually.. one of the most common forms of account hijacking is someone offered to family share or give the users games, and as soon as the scamy hands over the login info the scammer changes credentials..

But still there wasnt any "login form another device message" on email on mailbox and we checked no one loged in on this mailbox except my brother last year.
there are 3 way in that case:
1) someone who heave mail form another side od earth burgled to my parents house and hacked this account from within
2) someone was that good in hacking he keylog to my bros PC steal pass to mail and then hack mailbox provider to erase his log from login list.(i dont understand who with that skills want steal free to play account on Steam)
3)something was screwed in Steam database.

your brother (I am assuming he is young?) could have handed over log in credentials and is to ashamed to admit it, its not uncommon..

does your brother have 2 factor authentication enabled via his cell phone?

either implies his e-mail was compromised, or he willing gave someone his acccount credentials due to someone promising him something (classic scam)..

if it was a breach on Valves part, you would see alot more threads about it atm

he could easily be lying to you, to eberassed to admit it..

as said, the issue is likely something on his end because if Valves security was breached you would be seeing not only the forums full of such threads, but the media would be having an absolute field day
