It always has been, which is why Steam can't help with this problem.
locate steam.exe , try turn off HIGH DPI or let app controll it, this is seen before with games and fix such , but how will it work with steam i cant say, because i dont have 4k yet.
but i do have seen High DPI on Main pc give issue with older games , so i know it work then, but if this tweak work with steam is another matter maybe.
you could say problem is then app is not build for it and Graphic card is.
and as you get it now what then steam fix it give new issue if you did not set right option and let app controll it. ( whats the old saying make 3M postit, on monitor so you never forget it. )
besure such option dont fall off i dont care if you make a pocket with not so it wont drop off , its simple just a heads up, never forget you do such. well gl with it. if you even need it in the first place.
Another option is to opt in to the beta version of the client and report this issue (search the beta forums first, the beta discussions are on the Steam Beta Group page).
Chances are they're not going to fix this. There are truly only very few things that actually run in 4k. Using 4k settings really doesn't do much other than make everything tiny. Changing resolution doesn't change image quality, image quality is and stays as whatever quality the images was created to be. That's why they're screwing up when you choose 4k settings: the icon images not 4k so they can't run in 4k.
A third option is editing the icon graphics yourself to make them 4k.
