Report a translation problem
As in, if you go in game now and take a screenshot, does it or does it not upload successfully?
Perhaps some file corruption has taken place somewhere.
is it possible to upload a screenshot from outside of of the screenshot manager, as i know the file isnt corrupt and i also have a copy of the screenshot i would like to upload
Personally I'd probably just open said screenshot in Paint (Navigate via Screenshot Manager: [Show on disk]). On Paint, click Save as and make another copy.
Name it based on its modification date (under Properties), i.e. October 11th, 2017 20:02 (+38 seconds) would be 20171011200238_1.jpg and place it under the game's screenshots\ -folder.
Make a copy of that file and plant that in screenshots\thumbnails. Right mouse click the screenshot -> Rename -> copy its name to clipboard.
Restart Steam, open up the Screenshot Manager, filter to the game and it should eventually load the new screenshot in. Now, because you can't immediately upload the screenshot (it will come with errors.)
Alternative A
Make yet another copy of the screenshot with the only difference being the _vr suffix. For example to compare to the prior:

Alternative B
Exit Steam (Top left: [Steam > Exit]), go to
You might have to wait for a bit for all of the data to load.
[CTRL] + [F] and paste (so that the file name goes as search inquiry). Press [Enter]
Remove what's written on the vrfilename -line. So that it's written like this:
Save the changes [CTRL] + [S]
Restart Steam and you should be able to upload the screenshot now.
