USB disconnect/reconnect issue when Steam's running
Started having this problem this morning. Getting USB disconnect/reconnect sounds every few seconds. Mouse (G602) and keyboard (K65 LUX) - both hooked up to a USB hub (D-Link DUB​-H7) - are unaffected. Don't have any other USB devices connected at the moment.

Did a Windows update and restart, still had the problem. But shutting down Steam made it stop. And trying it again - mouse and keyboard stop working breifly *in* Steam when this happens, but they work everywhere else.

Looking in Device Manager, when it disconnects, one of each of the following devices disappear from the Human Interface Devices list: "HID-compliant vendor-defined device" and "USB Input Device." Running normally, with Steam shut down, there are 8 for the former, 7 of the latter listed.

About Steam: Steam client application, built: Oct 11 2017, at 11:00:59, Steam API: v017, Steam package versions: 1507769972.

Windows 8.1 64-bit, i5-4690k, Gigabyte GA-Z97X-SLI, 8GB DDR3 2133, ASUS STRIX GTX 970, Asus VG248QE over DisplayPort.

Steam does this to my Corsair H115i RGB Platinum CPU cooler driver (connected via USB header on the Motherboard) as well. It disconnects it and reconnects it (which sometimes crashes the driver completely). This is very dangerous, since without the driver, the cooler will run only in "quiet" mode which may not provide enough cooling during demanding Steam games!
Is there any way to completely disable Steam controller/USB support so steam can't disable USB devices it has no business accessing?

I've had this problem for a long time with a simple foot pedal that i use for games. I have found a solution for me though! Don't know if this applies to everyone who has the problem, but hopefully i can be of some help.

What i eventually realized was that steam recognized the pedal as a game controller, but i guess didn't know what to do with it (?). So i look at the pedal drivers and find that it has drivers for being both a game controller and a mouse. That's not necessary since it only acts as a keyboard, so i disabled all the HID-drivers that are siblings to the keyboard drivers. I haven't had the problem since.

I have repetitive strain in both hands and I've been using 2 footpads and a pedal and the pedal kept disconnecting. Dealing with it for a year but I didn't have a clue what was the culprit for a while.

Also experiencing this using a USB hub. UGreen USB 3.0 hub is the one (with the KVM toggle).

As soon as I tab to the Steam Overlay, my keyboard starts disconnecting/reconnecting rapidly. Extremely annoying.
keep happening to me too, I need a usb since i have laptop (only 3 usb ports total without the usb hub) but if i were to unplug the usb hub and just put in a nomral usb device such as headphones or an external hard drive by itself its fine. tbh I'm not sure if its bc im using a cheap walmart one or not. It's possible it could be a reason. You'd have to say if you have a decent one or not.

Steam is disabling my USB-Devices on launch

Different USB ports, all possible windows settings. Always steam on startup.

I got a new USB hub that has 7 ports, however unlike the old one it isn't powered by the pc itself. It's powered by a wall charger and I haven't had the disconnect issue since.

Yep, mic need more power as motherboard USB ports can give. Need to use an external port as well.
