Removing monthly payment for Elder Scrolls Online

I want to end my monthly subscription to the Elder Scrolls Online, which is linked to my Steam account. Where do I go to end the payment? The only solution I've used so far is that I deactivated Paypal from STEAM to stop the payment, but that's not really a solution. I just want to end the monthly $14.99 payment and I can't figure out where to go to do it. Is it a Steam thing, or is it an ESO thing?

If you acquired your ESO Plus membership through Steam, you can cancel your membership by following these steps:

Log into Steam and click on Account Details.
Look for the link Manage Subscriptions on the right side of the page and click it.
Click the Edit link on the right next to "The Elder Scrolls Online: Plus Membership".
Select the button next to "Cancel my subscription" and click "Apply"
You'll see a message advising it has been cancelled and it will have the word "Cancelled:" under the "Next Billing Date" column.
