Steam Store Videos lag, freeze, and buffer! (both on Client and Browser)
I don't get this. I can stream 4k on youtube without any buffering, even for videos that go over an hour, and in the Steam client a video plays for 10 seconds, buffers for 5 mins, plays for 10 seconds and buffers for 5 mins, and in the browser the buffer fills up in seconds, meaning there should be no buffering, but the videos freeze in a few seconds, and I have to seek back a bit to unfreeze them to get the same thing to happen again and again and again!

WTF is going on at Valve HQ?! I have a 100Mbps Download speed and a 40Mbps upload speed (total bandwidth of 140Mbps) and I download my Steam games at that speed, but why are the Steam Store movies like Youtube on dial-up?

If I can download Steam Games/Upaates at 13 megaBYTES per second why are the videos playing like I have dial-up? on every other streaming site/service 4K streaming is no problem. This issue includes videos for Steams older titles which are in 360-480p too. Someone has likely messed up with configuring the network protocols on the Steam Servers.

First of all, I want to thank you for trying to help me.

I tried the Steam.exe -TCP and it made my whole steam client unresponsive, when I would click on the client it went white and I got the dreaded

Microsoft Windows
The program has stopped responding
the program may function again if you wait

End Process...........................Cancel

and waiting did not get Steam responding, so I had to hit "end process" 5-10 times to close Steam and try again, with the same results.

so I had to remove the -TCP from the shortcut.

also, I am having issues with Steam Store videos on the browser, outside of the Steam client, so I think this is something on Steams end when Firefox and Chrome yield the same poor performance on Steam, yet they can both stream youtube at 4K without issues.
