Can I buy games in new account or first time topup ?
I got my new account and I want to topup steam wallet to buy Game(s) on steam and im asking you guys if its possible

Sure. That will also unlimit your account since you need to spend 5 dollars on Steam for that.
Charging your Steam Wallet counts.

That is correct, you'll need to wait for 30 days after the first charge of the Steam wallet.

Buying games is on instant, 30 days is only for items sold by users.
