Report a translation problem
That is normal. If you already own a game and try to activate it, Steam will tell you you already own the game and prompt you to install your already owned version.
That means the key was not used up and can still be used on another account.
There you should see all your licenses activate on the account. You'll probably find there the two different licenses activated.
Which is the usual message when you have the game already and try to activate another key. The activation was not done on this account then. It was activated somewhere else in the meanwhile.
Do a CD query and see if the email gets sent into any of email addresses you know about.
