The admin can. They have all the authority to do so.
One idea is they block port 27015 which is what you connect on, if that's blocked then you can't connect and/or VAC will kick you off.
My best bet is they have an IDS/IPS (Intrusion Detection/Prevention System) setup by the Network Engineer, this is sort of like a secondary firewall. Instead of a standard firewall that filters and examines only the packet header, an IDS reads signatures in the packet payload, which if it detects anything related to Valve servers or anything that involves port 27015, it'll block it.
Edit: Should include, switching to an admin account on that pc probably won't make a difference unless if it's handled by software on that user, which is unlikely. If it's a network situation, then any account on any computer hook up to that patch panel will all have the same problem, on any user account.
