I can't activate a product key ( invalid code )

I boght 1 week ago a mouse and i recive a product key.. and doesn't work :(

How do you know its a Steam key?

Because it is a card whot write "Dota 2 Pale edge exclusive key " with all instructions :
1. Please visit http://www.steampowered.com to download and install Steam on your PC.
2. Lunch Steam and create a Steam account if you don't have one.
3.In Steam , from the Games menu , select : " Activate a Product on Steam"
4. Follow the insttructions and enter the unique product key below.
((and the key code ))

On this card show and item too..

Where did you enter the key? In the game or from the Steam client?

Only one of those places will let you enter it.
