My mic sounds like I am using a really bad voice changer!

For some reason my mic has started to sound like i'm using a voice changer. The weird part is, it is only in steam that this problem happens. Neither Discord or battle.net have this problem. I have tried searching up how to fix this but nothing works. when i try to openmy mic properties the microphone effects tab is not there. I even reinstalled steam and the problem still persists! please help!
