not eligible for digital gift card - huh?
I helped my friend activate a steam wallet code for the first time (new to Steam). We got a 20€ card angd agreed to split it - he'd activate it and send me 10€ back via a digital gift card. So we added one another, exchanged a few words via chat to make sure the Steam friend thing worked and tried to purchase a 10€ digital gift card with his account to send it to me. Only when selecting the friend to send it to, Steam says I'm "not eligible yet". What exactly does this mean? Do I need to be friends with him for some time to become eligible? Does he need a certain Steam level to send gifts? I'm confused.

You need to be Steam friends for at least 3 days first.

You also can't use wallet funds to purchase the digital cards. So he can't split it with you.

Isn't there a 10€ card? Why would you need to send him a 20€ card and get 10€ back? Just send him 10€.

The local shop where you can get Steam cards only sells 20€ and 50€ cards, and he only wanted to use 5€ of the card to get Gmod while it's on sale.

Like, I asked the clerk if there weren't cheaper ones and I don't think she even had any idea what you use Steam cards for or what Steam is.

I only use Steam Wallet and as you pointed out, you can't purchase Steam Wallet codes using Steam Wallet. I don't have a bank account or PayPal or Bitcoin or whatever and they don't sell PaySafeCard round here, so I always use Steam gift cards. Physical ones, I mean.

And you only pay cash for them? You can purchase a Visa or Mastercard gift card to purchase the digital cards here.
